No, I can always produce pdf from ps, works fine.
The point is that eps is not well suited to cope with
bitmapped pictures. It is almost OK for real pictures with a texture
(in the JPEG sense), but the resizing functions do not work well
with bitmaps with stuctures and text (screen captures,...).
So you achieve a better result using pdflatex.
I know that working with a bitmap of structured drawings is a
bit awkward, but you happen to get the pictures from the outer world...
