Did you read all at
http://www.fh-hannover.de/mbau/tim/hentschel/lyx/index.htm ? This is
strongly recommended, because this imho is a step by step guide to run LyX
on WIn32 and many users had success!
To fix that problem, you must create two tmp directories on drive C:, i.e.
C:\TMP and C:\USR\TMP!

Your attached file runconfigure.out looks pretty well, because latex has
been found and all tex files have been detected. Was that file created when
the above mentioned error occured?

The bat file will create those files in $HOME/.lyx and not in $HOME/lyx!
There is of course an error in the bat file: the existence of that directory
is not proofed! I will fix that in the next release! By default you do not
have to create it manually, because LyX will create that directory
automatically when invoked the first time!
