Of course they are copyrighted.
But I don't think any of us will object if you use the pages at
www.lyx.org as a starting point for your page(s).
Also try to make the pages somewhat different from the official LyX
ones to avoid too much confusion.
I take it that you have no control over the www server at this site?
If you had you could also setup a lyx www mirror, and thus have:
http://www.fr.lyx.org/ (for mirror of official lyx pages)
http://www.fr.lyx.org/fr/ (for your own pages in french)
See http://www.mx.lyx.org/ and http://www.mx.lyx.org/es/ for an
example of this.
