What happens if you set Encoding to default, and language to default,
and then enter:

\usepackage[koi8-r]{inputenc}
\usepackage{babel}

In the preaamble?

You should also put "russian" in the extra options box in
Layout->Document

I think we should add some new input encoding so the popup.
