You mean aspell msvc, right? I do not remember Abdel complained about mingw/aspell.
The Aspell sources contain some Windows specific code with ole32 API calls. To make static Aspell linking possible, ole32 should be added to the linker libraries. A MinGW dynamic library is possible without linking to ole32.
