As I say, I don't know whether this is forced on us by Qt or is a
conscious design decision. But for Windows users it's un-intuitive, and
it would be nice if it could be fixed, if possible.
I can reproduce this (also on Win XP), with one qualification. When you
first detach a panel and it has focus, you can move it, minimize it or
kill it. Once it loses focus, you cannot control it directly, although
the symbol entry buttons on it still work (assuming you can reach them,
i.e., they're not hidden behind another panel).
