I wouldn't use a lyxrc. I would add a combo to the tabular create
dialog, where you can select, and save the selection (like the
crossref dialog does, for instance).
Ah wait, the qt4 frontend doesn't have a tabular create dialog anymore
... That's bad, I'd like it to be selectable for every new tabular.
No, a default behavior doesn't need any choice. That's very bad UI wise.
But you could configure in the Preference dialog _your_ default behavior
to your will of course. If, in a special case you want to modify _your_
default settings, just for this particular table, launch the full blown
table dialog (which is still available contrarily to what you say).

I also think a overall default behavior must not be changed in a dialog
for one special table. But the Table dialog really misses on option to
remove/add ALL lines, which then also applies to added columns and rows.

But what is the right place to add the overall default settings in the

Dunno, maybe a button "Save Default Settings" in the "Tabular Create"
dialog would be better.
