And what happens if you export LANG=fr_FR.iso-8859.1 (if this is
really what you put in OUTPUT_CHARSET)? It is important to get the
locale name right.
This patch is supposed to help when you have provided a valid 8bit
locale.
It still doesn't work. The only way I've found to get accents is with
OUTPUT_CHARSET.
