The only difficult thing in creating a new page is deciding on the name...
For instance, if you'd like to create a new page in the developers wiki
(which is where I assume this kind of stuff should go for now), then
simply tell your browser to go to a URI like this:
http://wiki.lyx.org/devel/pmwiki.php/Devel/SCons
since the page 'Devel.SCons' doesn't exist, you'll be asked if you'd like
to create it. That's all.
