This semantic is different from that of the autotools and less flexible. The
autotools version is either
configure --with-version-suffix
which generates a suffix 1.5.0svn, or
configure --with-version-suffix=MyChoiceOfSuffix

Windows will find them if they're in the PATH...
In the not-too-distant-future, KDE is going to work on Windows. The Qt libs will
become a standard resource.
Perhaps Joost's installer should offer to install them, but I think that's
something separate.
