Iconv is for when the po file is not in the encoding requested by the locale. For example pl.po is in latin2, but the right charset for Polish is CP1251 (?) on windows. With iconv support, the strings will be transcoded transparently.
I will try to link lyx/msvc with mingw/iconv, and adjust SConstruct accordingly. Bo
