Yes, OpenOfficeI used BD00146_ from the MS clipart library for the
test, opening this sample .wmf file with OpenOffice - Draw
Then used Export -> Pdf and renamed it to LyXprogrmrs.pdf , attached.
The quality looks pretty good to me.

One can also export to foo.eps , foo.svg
GSview -> foo.eps to foo.ps
ps2pdf -> foo.eps to foo.pdf

Alternatively, SVG to EPS or PDF

1. Open with inkscape.
2. Export to png (huge hi-resolution)
3. Open with the GIMP
4. Save as .eps
5. gsview convert to .ps
6. ps2pdf convert .ps to .pdf
