This sounds sensible to me. I don't know when tipa has been introduced, but 
I'm sure no one knew that LyX supports it until we detected it recently 
rather by chance.
Now that we have a bit of information about it on the Wiki, I'm sure it will 
be used more frequently, so the earlier we fix loading of the tipa package, 
the better.

For 1.5, I plan to enhance tipa support a bit. At least make it accessible via 
the menu (Insert->Special Character->Phonetic Symbols), but maybe even use 
the tipa fonts for display and add the symbols to the math panel. For that, 
however, I'll need assistance.
