  I would like to see this going for 1.5 and such that the layout file could 
be inserted in the lyx file header.

  This would allow us to merge also Martin's feature of user defined character 
styles.

  This would imply a file format change.

  I imagine something like this:

1. textclass
        can be found either in system or user directories (what we have now)
2. embedded textclass
        included inside the file

  The loading mechanism would be like this, search for 1., if it is empty skip 
it. Load 2., if it is empty skip it.

  It is easy to design tools to extract the layout file, if necessary.
