This is the main reason at the beginning. There are conversion scripts
but they can be easily translated to python.  The biggest problems is
that there are some on-the-fly scripts that still need a shell.

The main advantage of configure.py is that it is much easier to
maintain. It allows us to add features like 'configure-on-the-fly' by
which I mean dynamic add/remove of layout/class without reloading lyx.
I planned to have a look at this area but it seems that I will never
have the time. :-(
