Since tetex-latex rpm already includes beamer all the requirements are
already required.

It hink I'll opt to use the upstream (latex-beamer) version of
beamer.layout, unless there are objections?
Since this layout is suppressed in tetex-latex, lyx is a good candidate to
carry it.
By suppressed you mean omitted/not-included? That's too bad.
