By default, neither FoilTeX nor beamer explicitely use a font size in the optional arguments of \documentclass. It's not a matter of using 17pt, 25pt or whatever, but simply of using the default for a given package, independently of what you choose in Tools->Settings->Text Layout->Size. I suspect that there is a misunderstanding here.
