This file isn't part of NSIS 2.10, 2.11, and 2.12 (I don't have prior versions). But it is in NSIS' CVS:
http://cvs.sourceforge.net/viewcvs.py/nsis/NSIS/Contrib/ExDLL/So we perhaps have it in our CVS to assure that anybody could compile lyx_configure.C. (I also ship it in my package repository.)
