No.

This is about adding font attributes to the text inside charstyle
insets. The patch makes that effectively impossible.

Existing documents (created by people writing their own LaTeX layout
files containing charstyle definitions) will, while valid .lyx files, 
continue to misbehave like reported in the bug ;-)

I expect there will be very few of them, as charstyles were added only
in 1.4, which isn't released yet. As all people running into this
problem are knowledgable users, a note in the Release Notes will do.
