I see that reLyX uses noweb2lyx, which is written in perl. So we will
have to rewrite that. 

Everything is very well described in lib/examples/noweb2lyx.in

I think that the basic stuff (handling <<chunk>>...@) can be easily
done in tex2lyx. Kayvan, what are the other things that have to be
done? Is there a real need for a standalone noweb2lyx?
