Yes it is, in the underlying Qt/Win Free library. You might try
http://wiki.lyx.org/Windows/LyX136experimental to see if a more recent
version of the library resolves the problem.
It doesn't; I just tried it with 1.3.7cvs, and clicking in the elevator
bar (but not on the elevator itself) clobbered about half the Greek
letters. As Gyorgy noted, the detachable panel survives intact, but I
can't find any way to fix the menu other than restarting LyX.
