The current version of LyX 1.36pre on the wiki (version 23) should enable
you to use such a .bib and to see the references as expected in the
resulting .dvi file.

It doesn't have a pop up. (Obviously!) However, it's easy to add one and,
so long as the thing pops up only once, it's a good idea too.

Sure. It's our own fault for using such a can of worms as TeX for our
backend...
