It did. I've just uploaded version 20 of the pre-release of LyX 1.3.6 for Windows to the wiki. It contains this fix and the key press fixes that the Qt/Win Free people backported from Qt 4.0. IMO LyX 1.3.6 is in pretty good shape on Windows.
