It seems to me that the following packages understand "french" (and
"francais"):
draftcopy.sty
varioref.sty
layout.sty
minitoc.sty
brief.cls
minitoc-hyper.sty
I would be interested by any solution that gives reasonable output
(i.e. maybe not optimal in all cases, but of good quality in general)
while preserving ease of use: normal users should have to choose
between two slightly differnet packages that do the same thing.

Since both frenchb and frenchle evolve in slightly different ways and
without much coordination, it is very difficult for LyX to work with
both versions uniformly in both older and newer TeX distributions.
The patch I sent was intended to be an acceptable compromise, not a
perfect solution. I am open to any idea to improve it.
Ideas in no particular order:
- add commented-out definitions of frenchle and frenchpro languages in
lib/languages; this way the potentially confusing languages are not
there by default, but they are easy to add back.
- describe somewhere (on the wiki?) how to lure latex into loading
frenchle.ldf when it wants frenchb.ldf. Probably a single symlink
would be enough. The solution is a bit extreme, but at least it will
mean the option "french" is passed to the packages.
