Right here.

Aspell *does* work for Stephen Harris (from a private post),I'm checking with
him and I'll keep devel-list posted.Stephen Harris commented: I've just tested
Aspell on another machine with version 17. It worked out of the box. Then I
uninstalled Aspell and Lyx 1.3.6Pre and ran the Lyx installation again and the
spellchecker didn't work as expected. Then I reinstalled, Aspell, the program
first and the dictionarysecond and tested it. It didn't work as expected. Then
I did areconfigure, open and close Lyx. The Spellchecker worked. Alsothe Aspell
icon on the desktop where you can drag files works, though it saved the
corrected file in to the directory from whichI copied it. Aspell apparently
doesn't catch words that areonly legal if they are contractions: it didn't
catch theres or suggest there is, theirs, or there's.I couldn't make it not
work. Could there be another Aspell.exe on Jean-Pierre's machine? I am not sure
what would cause this.Maybe right-click the Aspell desktop icon and click on
Properties and see if the link points to C:\Aspell\aspell.exeRegardsStephen
