LyX 1.3.6 doesn't look here for its user-defined preferences. If you read
the wiki page a little more closely, you'll find that it looks for
system-level support files at
c:\Programme\LyX_pre\Resources\lyx
and user-level support files at
c:\Dokumente und Einstellungen\Axel\Application Data\lyx
where "Application Data" will have a German translation...
The file you have found will be used by your 1.3.5 version of LyX.
System: WinXP SP2
LyX in: c:\Programme\LyX_pre\
LyX 1.3.5 in: c:\Programme\lyx\

Sometimes this seems to happen because the configure script has not run to
completion by the time you come to start LyX. Can you start LyX from the
desktop icon, from the start menu or by clicking on a lyx file in Windows
Explorer?
If not, then something has gone wrong in the running of the "configure"
script in c:\Programme\LyX_pre\Resources\lyx
Can you
cd c:\Programme\LyX_pre\Resources\lyx
<Path to>\sh configure --keep-temps
and see where things go wrong.
