I'm the author of this package and tested it on two Win2000 systems with success. But this package is still under development and I have to investigate further. I'll remove it from the wiki page until it is stable.
I also get the error message that it can't fine textclass.lst. If I use the sh.exe of LyXWinUtils.rar then lyx won't run, its allways exits.
Thanks for the report. I'll test it again. Probably I accidently missed the msysxx.dll in the package.
