The place for the configuration is sensibly
Edit>Preferences>Conversion>Formats as this fits well in the existing
infrastructure. BibTeX would not be the only format where the "Viewer" is
actually an editor.

However, adding the bibtex format without an lfun to open the bibtex
database in the "viewer" doesnot make much sense. (We could have a
script bib2lyx that inserts \citeall and calls bibtex-insert on the given
bibtex database added to the converters.)
