Well, copying could also be a way to clearly mark that the term is the
same in both languages.

As a physicist, I'd say PACS in German is PACS.

Maybe we should follow this precedence. (This would help users
reading the manual.)

The "labeling" environment in Koma is equivalent to the
LyX-List in standard,

   # List style definition
   Style List
        ObsoletedBy Labeling
   End

so I would propose to translate both to the same word ("Liste").

BTW: for a better backwards conversion from scr to standard, it could be
wise to replace the above excerpt from scrmacros.inc by

# List style definition
# We could also CopyStyle List and override LatexName and Preamble
# if there is a way to override the Preamble definition.
Style List
        Margin Manual
        LatexType List_Environment
        LatexName labeling
        NextNoindent 1
        LabelSep xxx
        ParSkip 0.4
        TopSep 0.7
        BottomSep 0.7
        ParSep 0.5
        Align Block
        AlignPossible Block, Left
        LabelType Manual
        LabelString 00.00.0000
End

Style Labeling
    ObsoletedBy List
End

this would also remove the need for a translation of Labeling.
