I can confirm that (even with my hacked tex2lyx). What works for me is to export UserGuide_14x.lyx with LyX 1.4. Either we have a lyx2lyx problem here, or tex2lyx writes illegal .lyx files. This is not the problem. When André bought whitespace for tex2lyx there was not much left, and so tex2lyx has to use whitespace sparingly ;-) You'll see that if you compare the .tex files or load UserGuide_13x_2.lyx once with LyX and save it.
