This would be a nice thing indeed. A workaround for current LyX 1.3.x would
be a Centred-Standard layout style

# Centered Standard style definition
Style CenteredStandard
  CopyStyle             Standard
  Align                 Center
End

This Style could get a keybinding, so centering the figure becomes possible.

With the
  
  KeepEmpty             1

optin, it would be even possible to have "float-insert figure" insert not
only a caption-style paragraph by default, but also a preceding (empty)
paragraph for the figure. This could help avoiding the FAQ: "how do I
place a figure in a float?" --> write the caption, goto the start, press
Enter, insert the float.
