I tend to think that your interpretation is correct. The only thing we
can do is distribute these fonts separately from LyX (this is what
mozilla does for mathml, BTW) and make sure that LyX/Win works as well
as possible without the fonts.

So basically, we can distribute the fonts if they are not mandatory.
