I do not think the two bugs are related. Concerning 1322, what behaviour would you suggest?
That I can copy a section with a section heading, keeping the format of the heading. At the moment the format of sections headings are lost by copy/cut and paste. I hope this now fixed now by Georg's patch (many thanks for looking at this).
You are right, bug 922 is different from bug 1332. I misunderstood the bug report when I added my comment there. The attached LyX-file:

But I can't reproduce bug 922 under LyX 1.3.5.
