P.S.: I have tried the booktabs branch yesterday. Looks very good so far. Then 
I noticed how bad the shape of the tabular code is ATM. Multicolumn is 
disabled; rotate_cell does not work; UNSET_ALL_LINES is disabled; 
getActiveCell always return 0 etc. I guess we will have some work with this.

I will have to do some real work for the next week. Then I'll come back to 
this issue.

My ideas apart from what you have planned:

- try to find a better dialog structure. Maybe a "tabular" tab and a 
"cell/column/row" (better name?) tab, if possible.
- I wonder if we should disallow double rules. LyX sets them by default (in 
the headline), but they do not make any sense in formal tables (and are 
considered bad typography IIRC).
