Well, this is intended. I thought we decided that everything that does not apply to the current document was OK. But if you want something else, please describe your requirements.
The trouble in part is that the Mac's native file open/save dialogs (which we now use) are drop-down sheets. When a dialog is open in front of the main application window, these sheets drop down from the dialog window, which is confusing. That's why I think New from Template ..., Open ..., and Import > ... should all be disabled. Once those are disabled, it only seems to make sense to disable the rest.

Yes -- that is, I'm sure that the menu items I listed are all enabled. (I'm not sure whether Help > ... should be disabled. Selecting one of those options closes the frontmost dialog and reveals the help document in the main window, which is perhaps the right behavior.)
