  At least for xforms the mouse wheel movement is related with the
scrollbar, so since the scroolbar is non-functional so it is the mouse wheel.

  That is it doesn't work at all. Only when I can move the scrool bar the
cursor is moved, else it stays always in the same place.

  Note again that I am not describing what it should happen, I am reporting
the current behaviour.
