I like it, too, because booktabs tables aim at high typographical quality. 
The question now is: What to do with it? This patch does change the file 
format (although tables with booktabs=true can still be read by unpatched 
versions, but the latex output is of course different). So it cannot be 
applied to the official 1.3 unless we do major changes to lyx2lyx.
I think it should be applied to 1.4 because it would be a pity to throw 
this work away, and chances that it breaks something are low.
I think that the name "Fancy rules" could be improved. I think that the 
checkbox belongs rather to the main tab and could be named "Formal 
table", especially if support for \addlinespace is added.
