Hello,
here is what I propose for ftp.lyx.org/pub/lyx

bin
        clean (nothing to suggest)
stable
        clean (nothing to suggest).

devel

remove it completly, all the files there are outdated and serve no
        meaningful purpose. ;-)

Another alternative is to leave just the README found in 0.13
        directory inside.

contrib
        - add a README
        - create special categories:
                latex-classes
                        CU-Thesis.tar.gz
                        egs+springer-layouts.tgz
                        iletter.tar.gz
                        seminar.tar.gz
                tools
                        Aiksaurus-*
                        csv2lyx.tar.gz
                        fd2lyx.tar.gz
                        lyxMM-0.3.tar.gz
                xforms
                        libforms*
                        xforms*
                qt
                        qt-mac-free-3.1.2-sit
        - remove:
                COLD
                arrowbt
                dos-unix
                dvi2tty*
                ghostscript*
                ispell-*

Bellow is a possible draft for the README:
