Yes. Much of the lyx core has been re-written in the 1.4.x series and the
change tracking feature is currently foo-barred. If you're interested in
change tracking in 1.3.x, see

and the recent post "last page odd & Fedora Core 1" by Jane McKean on the
lyx-users list. Maybe you should communicate directly with her if she
doesn't upload the 1.3.4 version of the patch to the wiki.
