Because toolbar usage doesn't remain static for individual users. "Oh, I'm doing a lot of list stuff and I want to keep the extra toolbar for the time I'm doing it". Also there are discoverability issues with puttings things in the prefs dialog. The menus are a lot easier to find and the toolbars can be pretty useful to users new and experienced regards john
