Why can't a LyX/Aqua user do that?
Typically, applications on MacOS are relocatable -- a user can drag an
application (which is actually a bundle/directory) anywhere in the file systems and have it still work. LyX-1.3.4 now permits this, but if the localedir has to be set up in an environment variable every time the application is moved (which to take effect on applications started from the GUI interface would require that the user log in and log out again), that functionality is effectively broken.
