I finally managed to build LyX 1.3.3 (essentially no source changes,
except for 3 declarations that I had to comment out) on top of Qt 3 on
cygwin, as an X11 client. See the details at

The page mentions a few problems in the sources (these few
declarations), in the makefiles, and also in the run-time scripts, like
convertDefault.sh. It would be good to fix them in the sources. I'll be
happy to test.
Also, I think that the run-time configure script could use a little
upgrade on Windows. This is because the path names that LyX emits now
(e.g. inside generated LaTeX files) are good for Win32 TeX's (I use
fpTeX), but they do not work with the cygwin teTeX. It would be better
to figure out at configure time what the LaTeX engine expects and to
emit paths accordingly.
But my setup works beautifully, including in Hebrew.
