I would also be very happy to go into "testing" mode again. (Sorry, Martin, I didn't manage to test your branch inset so far :-( )

Currently, bugzilla lists 485 bugs (19 unconfirmed, 285 new, 25 assigned, 13 reopened, and 143 resolved but not verified). The large number of bug reports has meanwhile resulted in a couple of duplicates. IMHO the number of open issues must be decreased significantly for 1.4.0. The sooner, the better. But I think there is something for everybody. There are big problems listed but also small UI change request.

Beside what is already listed in bugzilla, which are known open projects? tex2lyx comes into mind. If it works reliable, it should definitely replace reLyX. (My PhD is a good benchmark as it is full of nested minipages, ERTs, and other nasty stuff). Anything else?
