Most users don't edit the preamble anyway, and when they do it's
infrequent.

And I could equally counter it by saying "I want to edit the document's
preamble". It doesn't counter the other reasons.

It's not true, except for a very small minority of applications, and
there reasons I've already covered why it's a bad idea for a rarely used
item to sit in Edit, no matter how used you are to it. You don't like
it, then you use classic.ui or edit stdmenus.ui. Meanwhile everybody new
to LyX finds the preferences menu item where they expect it to be from
experience with most other applications.

Actually no. IIRC I posted an early version around the time Brazil
trashed us, so it's been around for a lot longer than six months :)
