Adding a preferences section to the lyx-files

I just encountered a case where I needed to NOT use a temporary
directory for all the intermediate files. However, since that setting
is 'LyX-wide', it would change for all documents and not just this
single document. (Or I have to open only that document in a lyx instance 
and change preferences)

What do you think about adding a "Preferences" section to the .lyx-file 
which LyX parses when opening a lyx-file. This way you could also add 
your own special keybindings that will be activated when you open a 
certain .lyx-file.

I realize this might open up can of worms if you have other lyx documents 
open and the affected settings are implemented as "global" to lyx.
However, it probably would be a good idea in the long run to 
differentiate between buffer-specific settings and global settings. 
Anyway, I just wanted to bring up the idea.

(If the protests aren't too violent I could bugzilla it when bugzilla 
works again)
