Because of the age-old "We don't allow empty paragraphs" mantra. I personally would have no problems with disallowing only two empty pars in a row and cleaning on save/export. Actually I find it sometimes pretty annoying if an empty par vanishes just because I move the cursor somewhere else to cut a piece of text I want to insert in the empty par...
