When make an example file with lyx 1.2.2, I noticed, the error is there as well, so it's not new. I think you are right that it is what you call 'the well known float/caption ui weirdness'. When I do press enter, so that the graph is not in the caption but above it, all is well. Now I will focus on obtaining a file that gives problems with converting to lyx 1.3.0.
