The devel pages now all validate as strictly conformant xhtml 1.0. I've also run the link checker available from w3.org:

It took about half an hour to do the whole thing and I'll commit a few of the resulting suggestions. The only page that couldn't be resolved is this in references.php3. Shall I just cull it?
