Um are you sure your tree is clean ? The patch is definitely not applied

getISOEncoding is current CVS is not passed an Encoding string. My patch does that

Other than compose issues (which has *nothing* to do with lyx) you can
enter multi-language documents in Qt, with my patch, without fiddling
with LANG. I tested it by making F11 insert Cyrillic_zhe, etc.

Can you make sure you have a clean tree, then apply my patch and test it
again ? You can pick it up from marc.theaimsgroup.com
