That is presumably because there is no file bulgarianb.sty included in
the standard LaTeX (general support for Cyrillic is included, see
file 'cyrguide'). 

More generally, do you have your LaTeX/Babel working for Bulgarian? If not,
see

Try to set the language in the layout -> document menu to 'russian' and 
see what happens :-)

This hasn't been done yet. It would be great if you gave it a try to
get it working.
